Information Technology and Organization Deputy General Management Office

It leads, coordinates and controls activities related to the BCRA’s management of information resources in terms of design development, technical support and execution of automated processes. It gives advice on strategic tools for computer development, analyzing its technological performance.

It controls and oversees organizational processes, and makes design and redesign proposals to promote their effectiveness. It develops functional and procedure manuals for the BCRA, and keeps them up to date.

Prior to taking up his current position, he served as Special Projects Manager at the BCRA.

Earlier in time, he was Project Manager for the Change of the Central System (Core Banking) at Banco de la Ciudad de Buenos Aires (BCBA). In the public sector he also served as Director of Information Systems and Transparency at the National Procurement Office, where he coordinated procurements under the World Bank State Modernization Project. He worked as a consultant to the Inter-American Development Bank (IDB) in the Program for the Consolidation of the Administrative and Financial Reform of the National Public Sector in the Secretariat of Finance of Argentina.

Moreover, he was an international consultant for different Latin American institutions, such as the Public Service Secretariat of Mexico, the Directorate of Public Procurement of the Dominican Republic, the Council on Procurement of Peru, the Directorate of Procurement of Nicaragua, and the Regulatory Office on Procurement of Honduras.

He has given several presentations and courses on change management and project management on the following subjects: Core Banking, The State Procurement System, at Universidad Nacional de San Martín; Computer Systems Developed and Implemented by the National Procurement Office in the National Public Administration, for the National Procurement Office; The Procurement System of the Argentine National Government, sponsored by the International Consortium on Governmental Financial Management and the School of Accountancy at Florida International University in the United States; and Public Sector Contracting, at the Institute for International Research. He has also provided technical advice on procurement matters to the provinces of Misiones, Buenos Aires and the Autonomous City of Buenos Aires (on behalf of the National Procurement Office); to the province of Chubut (on behalf of the Secretariat of State Modernization); to the province of Catamarca (on behalf of the Secretariat of Finance of the Ministry of Economy of the Nation); and to provinces as a whole (on behalf of the Federal Council of Public Service in Chaco).
