Registering in the Interoperable Digital Wallet Registry
Procedure to register a financial institution or payment service provider (PSP) that offers e-wallet services in the BCRA’s Registry of Interoperable Digital Wallets.
What is it?
It is the procedure through which financial institutions or Payment Service Providers (PSP) that offer the e-wallet service (also called electronic wallet or virtual wallet) through an application in a mobile device or web browser, which must allow -among other transactions- to make payments with transfer (PCT) and/or with other payment instruments, such as debit, credit, purchase or prepaid cards, according to the Ordered Text on National Payment System – Payment Services, are registered in the pertinent registry.

To legal entities that must register in the Registry of Interoperable Digital Wallets of the BCRA.

On-line procedure, through the web site of the Agencia de Recaudación y Control Aduanero (ARCA), using the service:
“BCRA – Single Registration Application (AUR) – Single Registration Application”
(requires Fiscal Code level 3).

What is needed?
In accordance with the Ordered Text on National Payment System – Payment Services, the following must be submitted:
Data of the legal entity
- – Name of the legal entity.
- – Trade name or trademark.
- – TAXPAYER IDENTIFICATION CODE (CUIT).
- – Contact information.
- – Website URL.
- – General data.
- – Legal address.
- – Registered office.
- – Location of the main and alternate processing center(s) (contingencies).
- – List of suppliers providing information technology, systems and information security services.
Data on human persons
- – Details of the contact person acting as representative.
- – Details of the person responsible for technology and information systems tasks.
- – Details of the person responsible for the tasks related to information security and asset protection.
Documentation
- – Certification issued by the legal representative of each instant transfer scheme administrator authorized by the BCRA stating, as a sworn statement, that the e-wallet service: successfully completed the integration with each of the PCT acquirers adhered to its scheme, and is ready to be used by the general public to make PCTs by reading the QR codes generated by each and every one of those acquirers.
How is it done?
1 | Login to the AUR service in ARCA
a) Access the ARCA website with the Fiscal Code level 3.
b) Access the service “BCRA – Single Registration Application (AUR) – Single Registration Application”.
c) Apply for username and password to access BCRA’s records, if you do not already have them.
d) Activate the username and password from the link received by email.
2 | Complete the registration information
a) Access the registry corresponding to Interoperable Digital Wallets.
b) Upload the data of the legal entity, processing centers, technology providers and responsible persons.
3 | Upload documentation
a) Upload the documentation in PDF format (maximum 50 MB per file, recommended resolution 150-200 dpi).
4 | Submit the procedure
a) Verify that the documentation is complete, without omissions or errors.
b) Send the process through the application.
5 | Review of the procedure
– The documentation is reviewed for validation.
– In case of formal faults or requirements, corrections or clarifications will be requested.
– All notifications are sent to the email address declared by the entity in the legal address data.
– The applicant may correct the procedure to continue the process or request cancellation if he/she does not meet the requirements to be included in the registry.
6 | Certificate of registration
Once compliance with the requirements has been verified, the SEFyC issues the registration certificate and assigns a number in the Registry of Interoperable Digital Wallets.

Online, through the AUR service on the ARCA website.
