The companies that have developed electronic wallets or are in the process of doing so must produce their credentials to participate in the NPS. This will allow them to be part of the 3.0 Transfers initiative implemented by the BCRA, the start-up process being completed at the end of this month.

Transferencias 3.0 es el sistema innovador que lanzó en 2020 el BCRA para impulsar los Pagos con Transferencia. This measure aims to expand the reach of instant transfers, which will in turn help to create a digital, open and universal ecosystem of payments. The implementation of this tool will boost digital payments and further financial inclusion in Argentina. Users can pay by reading any QR code with any e-wallet or bank app on their phones. Payment By Transfer is like paying in cash but on the phone. For people, transactions are simple, safe, swift and free of charge. For stores, transactions are instant and irrevocable, and cost less.

The interoperability of Payments By Transfer is defined in Communication A7175. The regulation sets out as follows:
- -Acceptors must open QR codes to be read by all wallets.
- -Payment service providers (PSPs) that offer QR code reading apps are required to make adjustments to their e-payment systems to process any payment request, irrespective of its type.
All participants —whether wallet providers or acceptors— will have to connect their e-payment systems to any of the administrators of the three payment schemes (COELSA, Red Link and Prisma). They are responsible for ensuring compliance with the conditions established in 3.0 Transfers. Participants falling outside the scope of these schemes by November 29 will be banned from the National Payment System.
