General Sub-Management of Systems and Organization

Direct, coordinate, and control activities related to the management of the Institution’s IT resources, both in the design, development, and technical support, and in the execution of automated processes. Advise on strategic tools for IT development, analyzing their technological evolution.

Control and supervise organizational processes and develop design or redesign proposals to promote their effectiveness. Develop the functional and procedural manuals of the BCRA and keep them updated.

Before taking up his current position, he was manager of Special Projects at the Central Bank of the Argentine Republic (BCRA).

Previously, he was Project Manager for the Central System Change (Core Banking) at Banco de la Ciudad de Buenos Aires (BCBA). Also in the public sector, he was Director of Information and Transparency Systems at the National Office of Contracting, where he coordinated the Purchasing and Contracting Component of the World Bank’s State Modernization Project, and consultant to the Inter-American Development Bank (IDB) under the Program for the Consolidation of the Administrative and Financial Reform of the National Public Sector in the Ministry of Finance of the Nation.

In addition, he was an international consultant to various Latin American institutions such as the Secretariat of Public Function of Mexico, the Directorate General of Public Procurement of the Dominican Republic, the Superior Council of Contracting and Acquisitions of Peru, the Directorate General of Contracting of Nicaragua and the Regulatory Office of Contracting and Acquisitions of Honduras.

He has given several talks and courses on change management and project management within the framework of Core Banking, The State Procurement System at the National University of San Martín, The computer systems developed and implemented by the ONC in the National Public Administration for the National Office of Contracting, Argentine National Government Acquisition System sponsored by the International Consortium on Government Financial Management and the Faculty of Accounting at Florida International University in the United States, and Contracting with the Public Sector at the Institute for International Research. In addition, he provided technical advice on contracting to the provinces of Misiones, Buenos Aires and the Autonomous City of Buenos Aires for the National Office of Contracting, to Chubut for the Secretariat for the Modernization of the State, to Catamarca for the Ministry of Economy’s Finance Secretariat and to the provinces in general for the Federal Council of Public Function in Chaco.
