Procedure to register a legal entity in the Registry of Platforms for MSME Financing of the BCRA.
What is it?
This is the procedure through which legal entities that facilitate -as a main or accessory activity of their corporate purpose-, through computer tools and/or systems, the arrangement of transactions with MSME electronic credit invoices (FCEM), under the terms set forth in Article 13 of Law 27,440 on Productive Financing, as well as other instruments that the regulations determine as admissible, are registered in the pertinent registry.

On-line procedure, through the web site of the Agencia de Recaudación y Control Aduanero (ARCA), using the service:
“BCRA – Single Registration Application (AUR) – Single Registration Application”
(requires Fiscal Code level 3).

What is needed?
According to the Orderly Text on Platforms for MSME Financing, the following must be submitted:
Data of the legal entity
- – Name of the legal entity.
- – Trade name or trademark.
- – TAXPAYER IDENTIFICATION CODE (CUIT).
- – Contact information.
- – General data.
- – Legal address.
- – Special domicile.
Data on human persons
- – Data of the legal representative or proxy.
- – Members of the governing body.
- – Members of the governing body.
- – Members of the auditing body.
- – Data of the person responsible for data security.
- – Data of the person responsible for the information system.
- – Responsible for the surveillance of securities systems.
- – Details of the person responsible for technology and information systems tasks.
- – Details of the person responsible for the tasks related to information security and asset protection.
Documentation
- – Copy of the articles of incorporation or bylaws with proof of registration before the competent corporate control authority in the public registry of the corresponding jurisdiction and all its amendments.
- – Operational and commercial description, with the information required by the standard.
- – Affidavit signed by the legal representative stating that:
- – all the information submitted electronically is true,
– the attached documentation is a true copy and the originals are available to the SEFyC, indicating the place where they are located,
– the MSME financing platform agrees to be subject to the BCRA’s regulatory, control and sanctioning regime.
How is it done?
1 | Login to the AUR service in ARCA
a) Access the ARCA website with the Fiscal Code level 3.
b) Access the service “BCRA – Single Registration Application (AUR) – Single Registration Application”.
c) Apply for username and password to access BCRA’s records, if you do not already have them.
d) Activate the username and password from the link received by email.
2 | Complete the registration information
a) Access the registration corresponding to Platforms for MSME Financing.
b) Upload the required data of the legal entity and individuals.
3 | Upload documentation
a) Upload the documentation in PDF format (maximum 50 MB per file, recommended resolution 150-200 dpi).
4 | Submit the procedure
a) Verify that the documentation is complete, without omissions or errors.
b) Send the process through the application.
5 | Review of the procedure
a) The documentation is reviewed for validation.
b) In case of formal faults or requirements, corrections or clarifications will be requested.
c) All notifications are sent to the email address declared by the entity in the legal domicile data.
d) The applicant may correct the process to continue the process or request cancellation in case of not complying with the requirements to be included in the registry.
6 | Certificate of registration and commencement of operations
Once compliance with the requirements has been verified, the SEFyC issues the certificate of registration and assigns a number in the Registry of Platforms for MSME Financing.
