CONFERENCE ON PREVENTING THE FINANCING OF THE PROLIFERATION OF WEAPONS OF MASS DESTRUCTION 2025

In an increasingly interconnected international context, the threat posed by the proliferation of weapons of mass destruction (WMD) — nuclear, chemical and biological — has become a central concern for global security and the integrity of financial systems.

Proliferation financing (PF) involves financial flows that facilitate the acquisition, development, or transfer of WMD, often through opaque structures, non-state actors, and legitimate trade networks used for illicit purposes.
Unlike other financial crimes, FP does not require prior criminal activity to be detected: countries must act preventively, applying targeted financial sanctions immediately, in accordance with United Nations Security Council resolutions.

This conference is aimed at obligated entities of the financial and non-financial system, as well as relevant government agencies, with the aim of:
• Recognize the risks associated with FP.
• Comply with the FATF Recommendations, especially Recommendation 7.
• Implement effective measures of detection, freezing of assets and inter-institutional cooperation.
