Miguel Ángel Pesce

Miguel Ángel Pesce has served as President of the Central Bank of Argentina (BCRA, by its acronym in Spanish) since December 2019. He holds an undergraduate degree in Economics from the School of Economic Sciences, Universidad de Buenos Aires, Argentina (1981-1987). He was President of Banco de la Provincia de Tierra del Fuego (2015-2019), Director in YPF SA (2019) and Vice President of the BCRA (2004-2015). Moreover, he chaired the Fondo Fiduciario para la Reconstrucción de Empresas (Trust Fund for Reconstruction of Companies) and was the Representative of the Ministry of Economy and Production at the BCRA (2003-2004), Minister of Economy in Santiago del Estero during the federal intervention, and Trustee for the Nation (2004).

He served as Secretary of the Treasury and Finance (2001-2003) and Under Secretary of Financial Management and Administration in the City of Buenos Aires (1998-2001). He was Advisor to the Committees on Finance, and on Budget and Treasury in the House of Representatives of Argentina (1984-1989).


Mario Cimoli

Mario Cimoli is the former acting Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) since October, 2022. Previously, he was ECLAC’s Deputy Executive Secretary, responsible for supervising and coordinating multidisciplinary and interdivisional working groups, substantial institutional documents, and also advising ECLAC’s member governments on development issues. He also served as Director of the Division of Production, Productivity and Management since 2010.

Mr. Cimoli holds a PhD in Philosophy from the University of Sussex, United Kingdom, and is full-time Professor of Political Economy at the Ca´ Foscari University of Venice, Italy. Before joining the United Nations he had a long career as a Visiting Professor and Researcher at several academic institutions such as the universities of Udine, Pisa and Pavia, Italy, the Metropolitan Autonomous University, Mexico, and the National University of General Sarmiento, Argentina. His extensive publication record reflects a substantial contribution to development theories and policies, particularly in the fields of micro and macroeconomic policies with a focus on development paths, economic growth and the interconnections between industrial policy, technological development and innovation.

His most recent publications include: Industrial Policies, Patterns of Learning and Development: An Evolutionary Perspective (2020); Choosing sides in the trilemma: international financial cycles and structural change in developing economies (2020); and A technology gap interpretation of growth paths in Asia and Latin America (2019). These have been complemented by the following seminal works: Learning, Technological Capabilities and Structural Dynamics (2011); Innovation and Economic Development: The Impact of Information and Communication Technologies in Latin America (2010); Industrial Policy and Development, The Political Economy of Capabilities Accumulation (with Dosi, G. and J. E. Stiglitz, 2009); and Institutions and policies in developing economies (with Dosi, G., R. R. Nelson, and J. E. Stiglitz, 2009).


Jayati Ghosh

Jayati Ghosh taught economics at Jawaharlal Nehru University, India, for nearly 35 years, and is currently a Professor of Economics at the University of Massachusetts Amherst, USA. She is a member of the World Health Organization Council on the Economics of Health For All, the United Nations Advisory Board on Economic and Social Affairs, and the United Nations Secretary General’s High Level Advisory Board for Effective Multilateralism.


Luiz Awazu Pereira da Silva

Luiz Awazu Pereira da Silva became Deputy General Manager of BIS (by its acronym) on 1 October 2015.

Before joining the BIS, Mr. Pereira da Silva, a brazilian national, had been Deputy Governor of the Central Bank of Brazil since 2010. Prior to that, he worked in various positions for the World Bank in Washington DC, Tokyo, and southern Africa. He also served as Chief Economist for the Brazilian Ministry of Budget and Planning, and as Brazil’s Deputy Finance Minister in charge of international affairs.


Jeffrey D. Sachs

Jeffrey D. Sachs is University Professor and Director of the Center for Sustainable Development at Columbia University, USA, where he directed the Earth Institute from 2002 until 2016. He is President of the UN Sustainable Development Solutions Network, Chair of the Lancet COVID-19 Commission, Co-Chair of the Council of Engineers for the Energy Transition, Commissioner of the UN Broadband Commission for Development, Academician of the Pontifical Academy of Social Sciences at the Vatican, and Tan Sri Jeffrey Cheah Honorary Distinguished Professor at Sunway University. He has been Special Advisor to three United Nations Secretaries-General, and currently serves as an SDG Advocate under Secretary-General, António Guterres. He spent over twenty years as a Professor at Harvard University, USA, where he received his BA, MA, and PhD degrees. Sachs has received 40 honorary doctorates, and his recent awards include the 2022 Tang Prize in Sustainable Development, the Legion of Honor by decree of the President of the Republic of France, and the Order of the Cross from the President of Estonia. His most recent book is The Ages of Globalization: Geography, Technology, and Institutions (2020).


Humberto Colmán Castillo

He holds an undergraduate degree in Economics from Universidad Nacional de Asunción (UNA) and a MA degree in Applied Economics from Pontificia Universidad Católica, Chile. He also took courses on economic growth and finance at Harvard University and Columbia University, USA. He is currently Professor of Macroeconomics at the Universidad Católica Nuestra Señora de la Asunción, Paraguay.

Prior to his current position at the Central Bank of Paraguay, he served as Vice Minister of Economy of the Ministry of Finance of Paraguay.


Roger Edwin Rojas Ulo

Acting President of the Central Bank of Bolivia. Doctor in Development Sciences (Ph.D.) from the Mayor University of San Andrés (UMSA; by its acronym in Spanish), Bolivia, he also holds a MA degree in Economics and Public Policy from the Torcuato Di Tella Institute, Argentina. He has an underdegree in Economics from UMSA and has also taken professional updating courses in the United States, Brazil and Korea.

He was an Advisor and Senior Advisor in the Board of the International Monetary Fund (2017- 2020), Director of the Productive Development Bank (2016 and 2017), Deputy Minister of Treasury and Public Credit of the Ministry of Economy and Public Finance (2008-2015), General Director of Public Credit (2006-2008) and Economic Researcher (2001-2006), also at the Ministry of Finance. Moreover, he was an External Consultant in different international organizations and Research Professor at the Postgraduate Program in Development Sciences CIDES-UMSA.


Julio Velarde

Julio Velarde has been Governor of the Central Reserve Bank of Peru (BCRP by its acronym in Spanish) since October 2006. During this time, he has received several awards such as the Central Banker of the Americas in 2022, Central Banker of the Year for the Americas in 2020 and Global Central Banker of the Year in 2015 for The Banker & The Financial Times, among others.

Governor Velarde previously served as Director of the BCRP during 1990-1992 and 2001-2003 and as President of the BIS (by its acronym) Advisory Council for the Americas (2018-2020). He also served as Chair of the G24 on International and Monetary Affairs (2018-2019) and as Chair of the Board of Directors of the Center for Latin American Monetary Studies (2007-2009). He has held the Executive President of the Latin American Reserve Fund (2004-2006) and was Dean of the School of Economics at Universidad del Pacífico, Peru (2001-2003).

Governor Velarde holds a MA degree in Economics from Brown University, where he also completed doctoral studies, and an underdegree in Economics from the Universidad del Pacífico.
