To manage activities involving the issuance, custody, and transport of legal tender and other instruments, as well as those related to current accounts with the Central Bank. To promote improvement to the National Payments System and set processes for its surveillance.
Julio C. Pando is a Computer Scientist and holds an undergraduate degree in Computer Science from the School of Natural and Exact Sciences of Universidad de Buenos Aires (UBA).
He joined the Central Bank of Argentina in 1976, forging his entire professional career at this Institution. He has held several positions in different areas as Information Technology Systems, Regional Treasuries, Current Accounts, Planning, Process Reengineering, Issuance and Payment Systems.
Since 2009, he has chaired the Interbank Commission on Means of Payment of the Argentine Republic (CIMPRA), which comprises the Central Bank of Argentina, the Association of Public and Private Banks of the Argentine Republic (ABAPPRA), the Association of Argentine Banks (ABA), the Association of Argentine Private Banks with Local Capital (ADEBA) and the Association of Specialized Banks (ABE), with the participation of Clearing Houses and other players of the Argentine Payment System.
In 2007, he joined the Working Group on Payment Systems of Latin America and the Caribbean, holding interim positions as Vice President and President. He came to chair the group until December 2019, when the group was dissolved.
He has given courses and conferences in the country and abroad on Information Systems, Treasury and Payment Systems, including lectures at Universidad Argentina de la Empresa (UADE).
